Cycle Skills Instructor Qualification Development

The New Zealand Transport Agency and Skills Active Aotearoa ITO are beginning to develop a qualification for cycle skills instructors.

Purpose

The NZTA Cyclist Skills Training Instructor Project in consultation with stakeholders will establish a nationally recognised qualification, training and QMS (Quality Management System) that will support Cycle Skills Training providers to deliver safe, effective programmes. Cycle Skills Instructor preparation will focus on three areas of competency:

  • Managing Safety
  • Cycling Proficiency
  • Teaching/Instruction

Project Outcomes

Our project outcomes include:

  • A qualification that is a clear specification of the competencies required to instruct Cyclist Skills Training
  • A qualification that is achievable and supported by the stakeholder group
  • Training and credentialing processes for instructors which recognises the qualification and is understood and able to be implemented effectively by those ‘providers’ of  Cyclist Skills Training

We aim to complete this project by June 2010.

Milestones

At this stage we anticipate the following Project Milestones:
 
September 2009  Project Plan and Qualification Development Panel input captured
January 2010 Qualification developed, registered on NQF
March 2010 Training and assessment pathway developed
April 2010 Trainer programme piloted and evaluation and report completed
June 2010 Programme ratified and rolled out to industry

Next steps

The first step in the project will be to establish a qualifications sub-group to help guide this project. This group will report back to the wider CTA group.

Stakeholder groups involved in this project include:

NZ Police, councils, retailers (represented by BIANZ), BikeNZ,  MoE, NZSTA, SPARC, CAN, existing commercial providers and Cycle Touring/Guiding groups. With a sharp focus on communicating to the wider stakeholder groups throughout the project we are currently developing a communication plan to ensure this happens. 

In September a Qualification Development Panel of 5 – 7 representatives from the Cyclist Skills Training stakeholder groups will be meeting to begin development of the qualification specification.

We will provide more details on the membership of this sub-group very soon.  We will also endeavor to provide project updates to you at regular intervals.
